Prior to joining Secura Group Ltd, Kelvin was a veteran in the private security industry and has served senior positions in several other top security agencies including Certis Cisco and PICO Guards Pte Ltd.
In 2013, he joined Soverus Pte Ltd as a senior Business Development Manager and within 3 years, he was promoted to a General Manager. Soverus Pte Ltd expanded the business into five countries (including Laos), 16 subsidiaries and 1,000 employees, providing the complete spectrum of security products and services ranging from cyber security to manned guarding. By January 2016, the group was listed on SGX Catalist under the holding company Secura Group Ltd. Secura Group Ltd had a market capitalisation of SGD100 million at IPO.
Since 2018, Secura Group, as well as several associations recognised Mr Kelvin Goh’s extensive experience in business, as well as his global network in both the government and private sectors, and have appointed him as the Managing Director of some of the subsidiaries within the Secura Group and committee members in the association. The security industry has seen perennial shortages of manpower. This shortage is expected to get worse over the next decade. There is hence an urgent need now for buyers of security services and security agencies to embark on new methods of procuring security, integrating man and machine.
The Union of Security Employees (USE) is one of 59 unions affiliated to the National Trades Union Congress (NTUC), representing 20,000 officers from 126 security agencies.
Since 2014, USE has been helping security agencies and service buyers relook their approach site by site, to improve security outcomes and labour productivity. We have helped them create site or need-specific programmes and tapped relevant resources and grants through our Site Training Committee Framework.
Mr Steve Tan is the Division Director for NTUC’s Membership Services Division, and concurrently the Executive Secretary of the Union of Security Employees (USE). USE is one of 59 unions in Singapore affiliated to the National Trades Union Congress.
As Executive Secretary of USE, Mr Tan was involved in the introduction of the Progressive Wage Model in 2014 for security officers, raising their basic wages from $800 to the $1,250 today. USE was also actively involved in the creation and launch of the Industry Transformation Map for the sector in 2018, including leading one of the workgroups at its launch.

Dex Yuan is a security professional with than 20 years of security experience in both the public and private sectors.His career includes 5 years of law enforcement work with the Singapore Police Force, a combined 7 years of regional security responsibilities with 2 different US MNCs, 4 years as the pioneer security team with the first integrated resort in Singapore and another 5 years with one of the largest Critical Infrastructures in Singapore.
Dex is currently the director, principal trainer and consultant at Security 4.0 Pte Ltd.He is also the Assistant Regional Vice President (Region 13B) with ASIS International. Dex possesses various academic and professional certifications, including the Master of Business Administration (MBA), Bachelor of Science in Computer Science, Certified Protection Professional (CPP), Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP) and Advanced Certificate in Training & Assessment (ACTA).
